While many US dropzones make you do a 'working tandem' or two as part of your progression, it's not actually required by the syllabus. Drop <a href="http://www.jumptown.com/aff/aff.shtml" rel="nofollow">Jumptown</a> a line; they're in Orange, and I don't think they require tandems as part of their training program.
